This is to formalize my previous request in the presence of Director Dioko to test the causal patterns of your special pupils [MR] numbering 170 at Zapatera Elementary School, Cebu City in order to determine what causes their mental problems.
I have just finished my sixth and last healing book for printing entitled: "Troubled Minds:Hereditary or Misalignment?"
The textual context The textual text has something to do with the unprecedented and revolutionary treatise[antithesis] that troubled minds are not hereditary but probably caused by a mild bone misalignment between the left scapular bone and the spinal column. In my apostolate work in several cities[Davao, Cebu, Tacloban, Bacolod, Bais,etc. ] and towns [Maasin, Midsayap, Binalbagan, Negros,etc.] I noticed that those with troubled minds- mentally retarded, deaf-mutes, autistics, down's syndrome, nervous breakdown, nervousness, addiction, insomia, and those with distorted feelings[maniac], etc.- have only one cause: the referred mild bone misalignment.
If this can be medically/scientifically confirmed and humanized then mental problems can be prevented merely by proper child care or early "hilot." The COMMON SENSE explanation is this : due to the "lesion" created by the mild bone misalignment the amount of blood needed in the brain are not sufficient for mental growth and functional development of his grey matter, senses [hearing, speech, sight] feelings and other emotions.

Dear Sec. Reodica:
This is my third appeal for testing and verification. Your predecessors- former Sec. Flavier and Sec. Ramiro did not act on my previous request. I appealed to Pres. Ramos who referred the matter to the Dept. of Health [during Ramiro's time], then to Dr. Corazon A. Ngelangel,[ Oncologist] who finally denied my request.
Enclosed herewith is my letter to Supt. Oliva of DECS, Region VII, Cebu City which is self-explanatory.
I have three books now being printed and may be off the press two months from now. The titles are: (1) "Cancer: Fear Not" pp.226; (2) Touch of Faith: Simplified Approach to Spiritual Healing of"Recurring/Incurable Diseases of Our Time", pp. 162; and(3) "Troubled Minds: Hereditary or Misalignment?" pp. 193.
These are in addition to the 3 books already in circulation[limited] and copies being furnished to your predecessors,among others. Against the prevailing medical theories of the western and oriental medicines my antithesis [new hypothesis] are:
(1) All 200 cases of Cancer are solely and probably caused by mild bone misalignment in the humerus[armpit]. Incidentally, this defect is prevalent among those suffering polio, leprosy, hepatitis, prostate gland, appendicitis, meningitis, gallstones, cysts, malignant moles, dysmenorrhea, etc.
(2) Troubled and unsound minds[Mentally Retarded, Deaf-mute, autism, down's syndrome, etc.] are solely and probably caused by mild bone misalignment at the back [between left scapular bone and spinal column]; and
(3) Specific mild bone misalignments for those suffering allergy, arthritis, diabetes, goiter, ulcer, angina , blood pressures, problems in the heart, lungs, kidney, migraine, and other recurring diseases of our time.
I want your office to make the first testing and investigation for I intend to send complimentary copies [if my finance permit] to every world leaders [Presidents/Prime Ministers], WHO,and health departments/ministries for their possible testing. and verification. Incidentally, the late Ms. Ester Nahum,who "partially developed immunity", when touched last Nov. 1995 in DyAB Station,Cebu City was found to have 4 misalignments: both humerus/groins.
.For causal testing [no spiritual healing] of the pointed patterns, 200 persons can be tested in span of 1 hour. Requesting presence of your experts and specialists if you so desire to conduct any tests/verification. My testing with more than 100 special pupils of Zapatera Elem.School [to show the referred causal pattern of bone misalignment] will be this coming November 22, l996 at 2:00 P.M. Zapatera Auditorium, Cebu City. Hoping you will be sending mental experts [psychologists, etc.] or any of your representative at that appointed time as observers.

My testing on voluntary basis of the special pupils[mental retardates, deaf-mutes] of Zapatera Elementary School, Cebu City, with prior approval of the City Supt. Leonilo Oliva and Zapatera Principal- Mrs. Gemma Sy will be this coming November 22, l996 at 2:00 P.M. at Zapatera Auditorium, Cebu City.
My antitthesis to the western and oriental medical/scientific theories is this: no disease is hereditary, no disease is incurable for God's creation is all good [inerrancy and primacy of the Bible]. The defect is in man. His "incurable mild bone misalignment" created "lesion" in the circulatory/lymphatic systems.
If these theories will be confirmed then present day recurring/incurable/syndrome diseases will be eradicated for the best prevention would be : good child care and parenting.
Hoping you will be sending some observers on that appointed day/time of testing.

First of all, I am thanking your office for acting on my second letter requesting for verification ;however, Dr. Ngerangel [Oncologist]denied my request for testing. Enclosed her denial.
As soon as my books mentioned in my letters to Supt. Oliva and Sec. of Health will be off the press I will be again appealing to your office for testing and verification. If the Dept. of Health will not favor my request perhaps I will direct my action to our Dept. of Science and Technology who may consider my books as new "discoveries", new research.
It is my wish and desire that a Filipino doctor or scientist will be first to be credited of discovering the various causes and cure of the recurring/incurable diseases of our time.. Remember, mine is spiritual/divine healing and has no place in the medical books. It is merely a guide [synthesis]and an eye opener[treatise] to science for better medical theories and direction.

This letter is supplementary to my previous letters sent to you in November 1996.
I enclosed copy of one of the 3 books being printed entitled "CANCER :FEAR NOT [For It is Preventable, Predictable, Detectavble and Curable through Touch of Faith]." Reiterating also thru this letter the requested assistance but subject to the conditions set forth in my previous letters.
Also I enclosed xerox copy of the issue of Sun-Star dated Dec. 11, 1996 p. 20 where the study of University of South Florida, Miami, Florida,USA, seems to confirm my finding/discovery on the cause of cancer- lesion in the ARMPIT[Humerus].
This evangelical book [limited copies for complimentary purposes ] will be sent to various countries/health departments/ministries, Cancer and AIDS foundations/ centers/ agencies for their studies and testing for this book may likewise serve as treatise, protocol, or position paper, medically and scientifically.
Copies will be sent to DOH and DECS, to health committees of Congress. I hope there will be "actual demonstration" to serve as basis for any rejection/affirmation of my antithesis. Through the assistance of your office, I hope there will be no sweeping denial to test as what had happened in the past thru Dr. Ngelangel, an Oncologist.

Enclosed herewith is my evangelical book which may be likewise considered as protocol, treatise, position paper for the study of CANCER and AIDS , medically and scientifically.
On Cancer the discerned antithesis[newtheory] being as follows:
(1) Cancer is a replacement cell [not hereditary] genetically erratic for the immunity system is incapable of correcting/killing it due to a detectable "lesion."
(2) The 200 cases of cancer is caused by "lesion" brought about by an incurable mild bone misaligment/misalinement in the ARMPIT [humerus] thereby obstructing the corrective activities of the killer cells of the immunity system.
(3) Noted that the effects of mild bone misalignment are missing in the scientific and medical books of our time.
(4) The "detectable " incurable defect is "preventable" by proper child care between 1-3 years old or early "hilot"[chiropratic] should there be any.
(5) The incurable defect is curable by spiritual healing or can be normally corrected by the suggested/discerned surgical alignment in the humerus so as the killer cells may pass and eventually and solely destroying the erratic replacement cells- the medical theory for "chemotherapy"/radiation ,[but good cells are destroyed together with the erratic cells by this existing therapy].
On AIDS, this is the gist of the new theory [synthesis] of the author in his enclosed book:
(1) Prone to AIDS are people with four mild misalignment [left and right humerus[armpit] and left and night groin. Incidentally, the late Ms. Esther Nahum suffered the 4- pointed misalignment.
(2) Since nobody died of HIV-AIDs but died with other invading "virus" so there are two theoretical situations: ONE with virus in the immunity system [known as "HIV-AIDS] and TWO, no "virus" in the immunity system but a total /partial blockage of the lymphatic activities ."Ocogenesis" is discerned to be in this latter category. Potent immunity system with no virus is no guarantee that it can kill and destroy invading virus if the 4 pointed points are clogged- up or obstructed by such lesion. On the other hand, HIV in the immunity system can still function partially [referred to as HIV-AIDS carrier]. Perhaps, this is the case of the much -publicized case of "Sarah Jane" who may not have the 4 points but may have one , two or three only.
With the present findings of science[unknown causes and incurable] on Cancer and AIDs everybody is afraid about these two dreaded diseases Per my charismatic observation only special people are prone to it [i.e. those with bone misalignment] that is why there are only few cases of cancer and AIDS throughout the world.
For cancer, it is easy to detect, just touch the armpit If there is pain, one is prone to cancer or may have it already. For AIDS, touch the armpit [for cancer] and additional touch for the two groins. One single touch does not last 1 minute. Incidentally, enclosed xerox copy of the issue of Sun-Star Dec. 11, l996 page 20 wherein the study of the University of South Florida, Miami, Florida, USA, points to the ARMPIT for breast cancer cases.
People seeking prayer for cancer and related cases- appendicitis, prostate gland, hepatitis, etc. are already many, So the author can assure the exactness of his theory on Cancer cases being supported by actual cases and actual healing. In the case of AIDS, only two AIDS victims being touched. However, if the author be given opportunity to touch at least 20 of them, then a pattern may be safely established for study purposes.
Actual testing in the presence of your experts may settle the issue. My evangelical books one of its kind throughout the world carrying these new theories may be surely confirmed in the testing for the source is "High Above." Praise the Lord!
This is a formal request for testing and demonstration. Relative to the testing of Zapatera pupils last Nov. 22, l996 it did not push through for the children had another affair. at that time. It is a good thing it has been postponed because my book "Troubled Minds: Hereditary or Misalignment? not yet off the press.
Hoping you arrange for testing either in Manila or in Cebu. City. As I wrote to Pres. Ramos it is better I am embarrassed by rejection of my theories rather than the Department of Health be embarrassed by sheer "inaction."
Finally, your Dr.Alfonso Lagaya of the DOH, Traditional Medicine Unit has contacted the undersigned by long distance. I will have a separate letter for him. Thank you for that.

This is to confirm our long distance conversation held last Dec. 20, l996 where I promised you for a letter.
Please do not misunderstood me. My healing is spiritual healing and as such, it could not be taught or transferred to non-Charismatic or to Charismatic members for it comes from the Donor, the Almighty God.
What I pointed out in the books is that I discerned or noted some specific causal patterns for cancer cases and AIDS cases and for other recurring diseases.
The pointed causal patterns are to be tested for confirmation. The protocol or explanation is only one sentence: By touching the pointed causal patterns, the sufferers feel the pain and once the pain disappeared there is healing- instant, gradual or normalization of the natural healing of man.
My evangelical books are self-explanatory. So I am now requesting tor testing of the causal patterns for cancer, AIDs , troubled minds and for other recurring diseases. As guide for ths testing, am enclosing the following:
(1) My letter to Health Secretary;
(2) My letter to Pres. Ramos;
(3) My 4th book: CANCER FEAR NOT [For It Is Preventable, Detectable, Predictable and Curable Through Touch of Faith].
(4) Xerox copy of the newspaper clippingsof Sun- Star Daily pointing to the ARMPIT as causing breast cancer.
Hoping that the causal patterns be tested so that the medical men may study and work for the treatment. Per suggestion, the normal or scientific healing is merely: minor surgical alignement of the affected bones and vessels. Or any drug that may remove the obstructions in the circulatory systems: blood and lymphatic.
